Carla Scruggs began her tenure with the City of Saline in 1991. Scruggs grew up in the Ann Arbor area and attended Pioneer High School. She earned an undergraduate degree in Therapeutic Recreation and a Master’s degree in Recreation Administration both from Central Michigan University. She was employed for two years in the City of Hazel Park as a graduate intern specializing in senior programming, youth and adult sports. She was a Recreation Coordinator for the City of Novi for three years before coming to the City of Saline. In her position as Director of Parks and Recreation, Scruggs serves as the Staff Liaison for both the Saline Parks Commission and the Saline Youth Council. She is an active member of the Michigan Recreation and Parks Association and is currently the Awards Committee Chair. Her volunteer service is extensive. She volunteers every year for the Punt Pass & Kick State Competition, Saline’s DARE golf outing, PPSA golf outing and University of Michigan Softball Academy to raise awareness for breast cancer. Scruggs is also a volunteer for service organizations such as the Saline Rotary Club and Friends of Henne Field.
