JOB TITLE: Code Compliance Officer (Part-Time)                                               NON-EXEMPT

 

GENERAL SUMMARY

Under the supervision of the City Superintendent, performs a variety of tasks designed to assure, or gain compliance with City ordinances focusing on property maintenance and other issues. Responds to complaints, performs inspections, issues violation notices, and maintains related records. Additionally, performs or assists in performing inspections and routine field and office duties related to issues such as zoning matters and other code and ordinance requirements.

 

ESSENTIAL DUTIES

An employee in this position is required to perform the following essential functions with or without reasonable accommodation.  These examples are not an exhaustive list of the duties which the employee may be expected to perform. 

  1. Responds to complaints of property maintenance code violations including blight, derelict vehicles, garbage/refuse, weeds/grass, signs and other applicable ordinance issues.
  2. Conducts on-site inspections of properties to determine conformity with property maintenance codes.
  3. Enforces a variety of property maintenance codes by conferring with property owners, issuing warnings, violation and correction notices and following established methods of progressive action.
  4. Documents the facts and procedures of code violation incidents, using standardized written reports and findings and photographs when appropriate. Prepares summary reports of activities as requested, and maintains accurate files and records.
  5. Performs or assists in performing other inspections or administrative tasks related to City codes and ordinances focusing on rental and commercial properties and construction activities, as directed.
  6. Explains, interprets and provides guidance regarding all applicable property maintenance codes to inquiring parties, including the public and municipal officials.
  7. Assists in preparing cases for court proceedings. Prepares documentation for the City Attorney and testifies concerning specifics of particular cases.
  8. Takes a proactive approach to code enforcement, identifying problem areas and making recommendations for action.  Writes, reviews and revises reports and ordinances as directed.
  9. Develops and executes public information campaigns on ordinance changes, as directed. Assists in developing proposed ordinance language, as directed.
  10. Performs related work as required.

QUALIFICATIONS

The requirements listed below are representative of the minimum qualifications, knowledge, skills, and abilities required to successfully perform the essential functions of the position. 

Education:  An Associates degree or the equivalent.

Knowledge/Experience:  Three or more years in code and ordinance enforcement, or a related field are preferred. Thorough knowledge and understanding of locally-adopted property maintenance codes and ordinances, and the principles and practices of code enforcement and site inspections. Good knowledge of the legal system and liability issues as they relate to code enforcement. Ability to document, review, analyze, and communicate pertinent information regarding code enforcement, and to perform visual reviews and inspections of property sites. Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with residents, other City employees and City officials. Proficiency with computer systems, smart-phones, and general office applications (Word, Excel, Access, Outlook), and the ability to master department-specific programs, including BS&A Building Software.

Special Requirements:

  • Valid Michigan Vehicle Operators License.
  • Certification by, and active membership in, the Michigan Association of Code Enforcement Officers is preferred.
  • This position requires at least one five hour shift on a Saturday or Sunday; if only working one weekend shift, then weekend day shall be rotated in some fashion.

 

WORKING CONDITIONS AND PHYSICAL DEMANDS

The physical demands and work environment described here are representative of those an employee encounters while performing the essential functions of the job. 

An employee in this position occasionally spends time working in the field at various sites.  This may include sites with treacherous terrain, requiring the employee to traverse uneven ground (including use of a ladder) and may involve fumes, dust, chemicals or other hazardous materials, loud machinery and equipment and other dangers.  This employee will also be required to do an above average amount of walking; for instance while conducting parking enforcement activities.  The employee also spends time in an office setting to complete administrative duties.

An employee in this position must have the strength, stamina and physical coordination needed to gain access to the sites described above and be able to walk an above average amount while enforcing code compliance in general and also imposing parking regulations in the downtown area.
