SUMMARY

Under the direct supervision of the City Manager, this position demands a high level of responsibility to plan, organize, and direct all activities of the Community Development Department, including: planning, zoning, building inspection & review, code enforcement, assessing, and business ambassador duties. Responsible for the efficient and effective use of department resources, including personnel, budgeted funds, grant funds and facilities to accomplish objectives that support City goals & objectives.  Serves as the City’s Business Ambassador, the main point of contact for existing and new businesses to access City business support resources and educational tools. Partners with the City Manager or Office of the City Manager staff to provide economic development services to the community, primarily through a connection to outside agencies such as Ann Arbor Spark or MEDC.

  • 2 Years of prior supervisory experience
  • 4 Years of prior municipal planning and/or zoning experience

 ESSENTIAL JOB FUNCTIONS

  • Responsible for full leadership and management of all Community Development Department services and activities, including current and long-range planning, building inspections & reviews, code compliance, plan review, permit processing, zoning, assessing, and business ambassador functions.
  • Develops and maintains effective and supportive relationships with City officials and co-workers.
    • Responsible for all aspects of departmental operations: employee supervision, consultant coordination, contract and project management.
    • Provides management responsibility for the principal functions and duties of the department, including general administration communication: information to department, the City, and the community, site plan process management, master planning & zoning assistance, building inspection and review, code enforcement, assessing, community development & project implementation.
    • Performs related work as required within the general knowledge, skills, and abilities set forth.
    • Oversees the City’s planning consultant and other consultants utilized for site plan review and various project evaluations as needed.
      • Serves as the City’s Business Ambassador, main point of contact for existing and new businesses, community liaison with Ann Arbor SPARK, Saline Main Street, and the Saline Area Chamber of Commerce. Partners with the City Manager to provide economic development services to the community.
      • Meets with community and professional groups and businesses to encourage, promote, and enhance development.
      • Responsible for maintaining state certification of industrial/business parks. Works with Treasurer’s office to provide support for the Local Development Finance Authority Board, Tax Increment Finance Authority Board, and Economic Development Corporation Board. Works with Treasurer’s office to plan and facilitate annual small and large business forums and community job fair.
        • Follows-up on citizen complaints and disputes with suppliers, contractors, or other parties involved in any development issues or concerns, so as to present the City government in a prompt and responsive manner.
        • Required to attend and serve as staff liaison to the planning commission and zoning board of appeals. Responsible for working with planning commission and zoning board of appeals to develop annual budgets.
        • Attends City Council meetings as required.
        • Supervises preparation, development, research, and completion of reports to the City Manager.
        • Makes recommendations and presentations to the City Council as required to support City operations.
        • Seeks out collaborative opportunities with other organizations where appropriate and manages the existing relationships.
        • Provides input in the preparation of annual budget and related documents.
        • Responsible for facilitating annual review of City Fee Book.
        • Regular and routine onsite attendance.
